Organ transplants figure in debate over pre-existing conditions

One emerging issue is now said to be whether people who were involved in organ transplants should be classified as having pre-existing conditions, according to a Los Angeles Times report.
The newspaper noted that some large insurance companies consider the issue on a case by case basis, and few, if any, had formal policies on the matter. Still, the report adds that 6,000 Americans donated a kidney last year, while others donated parts of their liver, and there is concern that health insurance issues could discourage people from organ donations.
Looking ahead, the issue may be settled indirectly by congressional action, depending on whether any of the current health care reform plans end up being signed into law.
A recent Associated Press report notes that healthcare proposals in both the House and Senate include provisions that bar insurers from denying coverage based on pre-existing conditions.
